كان المفهوم السائد حول المكتبة المدرسية أنها مجرد عن مستودع للكتب وكانت تشكو قلة الزائرين، وكان ينظر لأمين المكتبة على أنه الشخص المكلف بحراسة الكتب الموجودة بالمكتبة ، دون الأخذ في الاعتبار الخدمات الأخرى التي يجب أن يقدمها للمجتمع المدرسي ، ونتيجة للمستجدات التي طرأت على مجال المكتبات والمعلومات تغير هذا المفهوم الخاطئ .. وقد أثرت الاتجاهات والمتغيرات التي صاحبت التطور العلمي والتكنولوجيا في كافة مجالات البحث العلمي تأثيرا ايجابيا على الأساليب والنظم التعليمية والتربوية وفي فلسفة التعليم، وكان لهذا التأثير انعكاساته على المكتبة المدرسية بوصفها القاعدة الأساسية ومحور التقاء برامج الانشطة التعليمية في كافة مستويات الدراسة التعليمية المختلفة.
