قصة هذا الكتاب مرتبطة بالظروف الاجتماعية والفكرية والسياسية التي كانت تجتازها مصر وما يحيط بها من ظروف عالمية . ففي خارج مصر هناك حدث شغل العالم الإسلامي بأسره وهو إعلان أتاتورك إلغاء الخلافة الإسلامية بتركيا عام 1924 , وكان لهذا الحدث رد فعل في العالم الإسلامي , حيث بدأ التفكير في إعادة الخلافة في عدد من دول العالم الإسلامي .. وفي مصر سعي الملك فؤاد عام 1925 إلي تنصيب نفسه خليفة للمسلمين , وفي وسط هذه الأجواء اصدر الشيخ علي عبد الرازق كتابه (الإسلام وأصول الحكم ) , بحث في الخلافة والحكومة في الإسلام ليكون صدمة للملك فؤاد لأن الكتاب يعلن أن الخلافة ليست أصلا من أصول الحكم في الإسلام وبالتالي فقد الملك الشرعية التي يريد أن يستند إليها .
