سيف الدين عبد الفتاح من مواليد القاهرة نوفمبر 1954، التحق بكلية الاقتصاد والعلوم السياسية وتخرج منها في عام 1978 بتقدير امتياز، يعتبر من أحد انبغ تلامذة الدكتور حامد ربيع، حصل على الماجستير والدكتوراه في النظرية السياسية " فكر سياسي إسلامي" له فضل كبير في بناء المفاهيم في الفكر السياسي الإسلامي.
ويعمل الدكتور سيف الدين عبد الفتاح أستاذاً بقسم العلوم السياسية – بكلية الاقتصاد والعلوم السياسية - جامعة القاهرة من عام 1998م، ومستشارا أكاديميا للمعهد العالمي للفكر الإسلامي، القاهرة. وعضو هيئة تدريس بجامعة العلوم الإسلامية والاجتماعية – بفرجينيا.

من الأهمية بمكان أن نؤكد على أن المرحلة الانتقالية مرحلة فارقة كاشفة بانية، إن إدارة المرحلة الانتقالية تستأهل علماً – أو فصلاً من علم – مؤسساً له مناهج ومستويات وآليات، فهذا العلم له أهمية بعد الثورات ولابد أن ترتكز الأفكار حول هذا العلم ومضمونه ومحتواه والقدرة على ترجمته على أرض الواقع. خاصة أن ما نشاهده الآن في ربيع الثورات العربية يؤكد أن الشعوب قد تقوم بعمليات احتجاجية حتى يسقط رأس النظام، ولكنها لا تفكر في كيفية إدارة المرحلة الانتقالية بعد سقوط رأس النظام، الأمر الذي يؤكد على ضرورة وجود علم يتعلق بإدارة المرحلة الانتقالية.
