يعد ميدان الصحة العامة من الميادين التي برزت فيها النظرة الإجتماعية للمرض، تلك النظرة التي لا تغفل العوامل المجتمعية والنفسية للمرض، فالتدابير الإجتماعية مهدت إلى النهوض بالجانب الاجتماعي والارتقاء بالمستوى الثقافي والتربوي للأفراد والجماعات، على اعتبار أن ذلك ضمان أكيد للارتفاع بمستوى البيئة، حيث أن صحة البيئة أمر مجتمعي ،وانعدام التوازن بين الإنسان والوسط الذي يعيش فيه يخلق أخطارا صحية ومهنية، ورداءة المسكن، وبالتالي ارتفاع معدلات الوفيات وانتشار واسع للأمراض، وقد أدى التوجس من هذا الوضع ببعض الأمم إلى الاستعانة بنظام الشرطة الصحية، وعليه تعد هذه الاستعانة كإقرار تام بتدخل العوامل المجتمعية في المسائل المرضية ، والمعبر عنها في هذا البحث بالمتغيرات أو مجموعة الظواهر الإجتماعية بصفة عامة، إلى جانب الأشكال الثقافية والبيئية التي تساهم بطريقة إن لم نقل مباشرة في ظهور أو اختفاء الكثير من الأمراض.
