"نحو نظام نقدي عادل" هو أول دراسة علمية شاملة لأهداف النظام النقدي الإسلامي وطبيعته وعملياته، لا ريب أن العدالة تقع في طليعة هذه الأهداف التي لا غنى عنها.
كثير من الناس، ومنهم بعض المسلمين، يعتقدون بأن الاقتصاد اللاربوي إنما هو ضرب من الأسرار التي تأتي بها الأديان ولا تتقبلها العقول. ولهذا يثار في هذا الكتاب عدد من الأسئلة. هل الإسلام حرم الفائدة فعلاً، واذا كان كذلك، فما الحكمة من هذا التحريم؟ هل يمكن للاقتصاد أن يعمل بدون فائدة؟ ماذا يكون أثر ذلك على تخصيص الموارد، والادخار، و التكوين الرأسمالي، ولاستقرار الاقتصادي، والنمو؟ يستكشف الدكتور شابرا سر المسألة بالإجابة عن هذه الاسئلة وغيرها، بتحليل اقتصادي جاد. فهو يبين حكمة تحريم الفائدة، ومزايا الاقتصاد الإسلامي القائم على المشاركة، كما برز المشكلات ، ويقدم الاقتراحات العملية لحلها.
ويظهر الدكتور شابرا التغييرات التي يجب إدخالها في طبيعة المصارف التجارية والمركزية وعملياتها، وكذلك المؤسسات المساعدة التي يجب إنشاؤها، والادوات الجديدة للسياسة النقدية التي يجب تطويرها، لتمكين النظام النقدي والمصرفي الإسلامي من العمل بكفاءة. ولكنه يحذر مع ذلك من اعتبار تحريم الربا هو الفضيلة الإسلامية الوحيدة، هو الفضيلة الإسلامية الوحيدة، فما لم تترافق بعدد من الإصلاحات الجذرية في المؤسسات الاجتماعية والاقتصادية والسياسية للبلدان الإسلامية لا يمكن لاقتصادياتها أن تتحول، ولا للنمو الاقتصادي، ولا للعدالة الاقتصادية والاجتماعية وسواها من الاهداف الهامة أن تتحقق. وهذا يتطلب تحولاً تدريجياً، ولكن بالتزام كامل.
