وُضع هذا الميثاق ليكون دليلاً ينير الطريق للإنسان المسلم، ومرجعًا للمجتمعات الإسلامية، ومنظماتها الحكومية والأهلية، بل وردًّا على مواثيق الغزو وأيديولوجياته، التي تحاول اجتياح آخر حصون الإسلام وأمته.. حصن الأسرة.
وقد شارك في إعداده أو في وضع ملاحظات وتعديلات حوله ما يزيد عن الثلاثين من كبار علماء الأمة.
وقد أرسى الميثاق في بابه الأول مبادئ وقيم ومفاهيم عامة، مشيرًا فيها إلى رسالة الإنسان الربانية، والفطرة الإنسانية والسنن الكونية، ووحدة الخطاب الشرعي والتمايز في الوظائف، والزواج ونظام الأسرة، ومقاصدها.
وفي الباب الثاني أكد على مسئولية الأمة عن تكوين الأسرة وحمايتها، موضحًا الوسائل التي يتم من خلالها حماية الأسرة.
أما الباب الثالث فتضمن قضايا العلاقة بين الزوجين، حيث تناول مقدمات الزواج، وعقد الزواج، وضوابط العلاقة بين الزوجين، والحقوق والواجبات الزوجية المتبادلة، والحقوق المتبادلة بين الآباء والأبناء، وتعدد الزوجات، والفرقة بين الزوجين.
وناقش الباب الرابع حقوق وواجبات الطفل، حيث تناول العناية بالطفل منذ بدء تكوين الأسرة، والحريات والحقوق الإنسانية العامة، وحقوق الأحوال الشخصية، والأهلية والمسئولية الجنائية، وإحسان تربية الطفل وتعليمه، والحماية الـمـتكاملة، ومراعاة مصالح الطفل.
وجاء الباب الخامس مناقشًا عدة قضايا متعلقة بالأسرة مثل: التكافل الاجتماعي، صلة الرحم، النفقة، الولاية على النفس والمال، الميراث، الوصية، الوقـف.
