كتاب "دولة الجزائر البحرية، دولة جزائرية أم مجرد ولاية عثمانية؟" ، يتناول بالدراسة والتحليل فترة ما قبل 1830 في الجزائر، أي فترة ماقبل الإحتلال الفرنسي للجزائر، وهي الفترة التي حدث فيها لغط كبير ، ولكن هذا الكتاب يقدم تلك الفترة بطريقة مختلفة تماما ، بحيث جمع كل أو جل ما ذكره المؤرخين الجزائريين والغربيين حول ماهية الدولة الجزائرية في تلك الفترة، وعلاقتها بالباب العالي في إسطنبول ، ويعالج إشكالية كبيرة في التاريخ الجزائري الحديث ألا وهي: هل كانت الجزائر وقتها دولة قائمة بذاتها؟ أم انها كانت مجرد ولاية عثمانية لا تتمتع بأي إستقلالية وطنية؟ أم أن الأمر بدأ كأيالة عثمانية وإنتهى بدولة جزائرية تامة الإستقلالية؟
القارىء يصل في نهاية الكتاب إلى نتيجة مقنعة مدعمة بشهادات الكثير من المؤرخين المعاصرين لتلك الفترة وشهادات الكثير من القناصل والسفراء والرحالة الأوروبيين والعرب، والذين زاروا الجزائر أو عاشوا فيها أو مروا عليها ، وكانوا شهود عيان على تلك الفترة المهمة من تاريخ الجزائر.
