الهدف الأساسي لهذا الكتاب، هو تقديم السياسات الزراعية العربية ليس بأسلوب دعائي أو نقدي ذي خلفيات سياسية أو عقائدية، بل اعتماد المنهج العلمي الذي يقضي بإعطاء هذه السياسات حقها في المجالات التي نجحت فيها، واكتشاف مواقع الخلل بغية تصحيحها، فقضية الأمن الغذائي العربي هي على المحك اليوم ولا يمكن مواجهتها إلا بالطرق العلمية.
قد يتساءل البعض لماذا "السياسات الزراعية العربية" موضوع دراسة اليوم في زمن العولمة الشاملة ونظريات السيادة النسبية والقرية الاقتصادية الواحدة؟
والجواب بسيط، لأن العصر الآتي حامل نمط الانفتاح على الآخرين بدافع الحاجة وتناقص الوفرة، وباعث يقظة الخصوصيات بخوف ارتهانها لتلك الحاجات. لن يكون لهذا العصر أن يحمل السلام لشعوبه ودوله ما لم يطمئنها إلى الاثنين معاً: إنها نظرية الأمن الحضاري الكامل، وفي أولى تعبيراته: الأمن الغذائي.
في العام 1994، وقعت 121 دولة في مراكش المغرب اتفاقية الأورغواي حول التبادل الدولي، وقضت هذه الاتفاقية بأن يرفع الدعم الرسمي تدريجياً وخلال عشر سنوات من حينه، عن المنتجات الزراعية المعدة للتصدير، مما سيؤدي إلى ارتفاع كبير في أسعار هذه المنتجات في سائر البلدان العربية التي تعتمد في شكل رئيسي على استيراد هذه المنتجات المدعومة حالياً.
هل السياسات الزراعية المعتمدة حالياً في البلدان العربية لا تزال قادرة على مواجهة هذا الاستحقاق وإبعاد شبح مضاعفاته؟ وعل يصح القول إن سياسات الإصلاح الزراعي التي نفذتها بعض البلدان العربية لم يحالفها النجاح؟قد يتساءل البعض لماذا "السياسات الزراعية العربية" موضوع دراسة اليوم في زمن العولمة الشاملة ونظريات السيادة النسبية والقرية الاقتصادية الواحدة؟
