شهد العالم اليوم ثورة هائلة في مجال تقنية المعلومات ولا تكاد تجد مؤسسة تعليمية إلا ولها اتصال وارتباط بهذه التقنية، بل حتى على مستوى الأفراد، ومع التطور الهائل في هذا المجال، كان لا بد من بيان الحكم الشرعي لهذه التقنيات (استخداماً وتعاقداً، وآثار أو حقوقاً وغير ذلك). ومن هنا جاءت أهمية أفراد دراسة علمية فقهية متخصصة تبين الجوانب الشرعية لهذه التقنيات الحديثة.
انطلاقاً من هنا فقد اعتنى "عبد الرحمن بن عبد الله السند" بوضع رسالته التي بين أيدينا والتي تقدم بها لقسم الفقه المقارن في المعهد العالي للقضاء بجامعة الإمام محمد بن سعود الإسلامية، وحاز بها درجة الدكتوراه بتقدير ممتاز. وفيه قام الباحث ببيان حكم استخدام الحاسب الآلي وشبكة المعلومات العالمية (الإنترنت) وأحكام التجارة الإلكترونية وآثارها، كما يتعرض البحث للجرائم المتعلقة بتقنية المعلومات ببيان حكم توحيد الواقع على شبكة المعلومات العالمية، وحكم اختراق البريد الإلكتروني، وأحكام القذف والسب والاعتداء على الحياة الخاصة للأشخاص في الشبكة.
كما يبين البحث حكم إتلاف البرامج والمعلومات والاعتداء بنسخ البرامج المحمية ذات الحقوق الخاصة، وحكم تزوير المستندات في الحاسب ألآلي، ويستعرض الباحث أيضاً سبل وطرائق مواجهة الاعتداءات الإلكترونية وكذلك سبل مواجهة الغزو العقدي والأخلاقي الذي أفرزته الشبكة العالمية للمعلومات (الإنترنت).
