يفتح هذا الكتاب واسعاً أمام تاريخ الحضارة العربية الإسلامية وذلك من خلال معرفة النظم التي ارتكزت عليها تلك الحضارة من روحية وأخلاقية ودينية وإجتماعية لا نظير لها.
يعتبر مؤلف الكتاب أن الإسلام وحضارته عرّفا رحمة وتكاملاً إجتماعياً دلت عليه أحاديث رسول الله (ص) ومنها قوله (ص) "ليس منا من بات شبعان وجاره جائع" ، "المسلم أخو المسلم لا يظلمه ولا يحقره ولا يخذله يحسب امرء من الإثم أن يحقّر أخاه المسلم" . وقد أقر الإسلام وحضارته تفاوت الحظوظ في العقل والمال والمكانة الإجتماعية، إلا أنه ربط ذلك كله بتكافل وتراحم وتعاضد حضارة إنسانية على مدار التاريخ.
لأجل ذلك جاء هذا الكتاب ليبحث في الأسس التشريعية والتنظيمية للحضارة الإسلامية والتي هي ذات مصدر سماوي (القرآن الكريم – مصادر السنّة النبوية) إلى آخر ذلك من وسائل ومناهج تهدف إلى مراعاة الإنسان فرداً وجماعة ديناً ودنيا روحاً ومادة وتضع ضوابط في كل العلاقات على اختلافها.
