تقوم فكرة المسرحية التي يعرضها هذا الكتاب على محاولة تقديم صورة مجسدة لواحة من الطغاة الذين يظنون أنهم يملكون حقاً مقدساً في حكم رعيتهم وفقاً لما يشتهون ويظنون كل الظن من جانب ثان أن رعاياهم واجب الطاعة ليس غير، وأن تمثل ذلك في تدمير قيم الناس، وزرع الخوف في نفوسهم، وجعلهم أدواته القمعية في إشعال الحروب، وإيقاع العدوان على الآخرين. إن منهج الطاغية كاليجولا وهو بطل المسرحية هنا في الحكم يقوم على رفض كل ما من شأنه الاعتراف بالمقدسات، فلا مقدس لديه سوى نفسه، لأن فلسفته تقوم على أن حب الآخرين واحترامهم واجب، كما أن الإيمان بالمقدسات هزيمة، واعتراف بالقصور، والمقدس في عرفه هو من يفرض قداسته على الآخرين بالقوة.
ولما كان هدف كاليجولا الوصول إلى درجة التأله، والقداسة فلا مغر من إعلان معز من إعلان موته وانبعاثه من ثانية إلها على المملكة. غير أن خطة الموت، والانبعاث ثانية تأتي بنتائج عكسية، فبشع أعوانه يزداد وفساد الحكم يشيع، وبقدر ما كان أزلام قصره ينشرون الرعب والخوف، يرتفع دوي الرفض، وتتعالى أصوات الحرية، وتقرر الجماهير المسحوقة التصدي للزم، فتزمن بأجسادها نحو القصر معلنة الثورة، فيهرب الأعوان مخلفين وراءهم الطاغية وتمثاله المنصوب في القصر لإشباع نرجسيته التي لا تحد، فلا يجد مهرباً غير طعن التثمال ترميزاً إلى أن كل ما جرى كان صنعه وجبروته، وطغيانه، فيخر الطغيان، ويسقط التمثال.
