في هذا الكتاب يقدم "جورج الراسي" وثائق نادرة كتبتها الإدارة الفرنسية – أو كُتبت لها – عندما كانت فرنسا هي الدولة المنتدبة على لبنان، وهي جزء يسير جداً من عشرات آلاف الصفحات، ومئات مصنفات الخارجية الفرنسية، والتي تتناول أوضاع الشرق الأوسط وهو على عتبة حصول دولتين من دوله – سوريا ولبنان – على استقلالهما.
جاء الكتاب في ثماني فصول: تضمنت وثائق الفصل الأول نشأة لبنان الطائفي من خلال أحداث 1860 (المذابح الطائفية). أما الفصل الثاني فكان محاولة لإلقاء بعض الضوء على ظروف نشأة الأحزاب الأولى في لبنان. وتناول الفصل الثالث "شخصيات لبنانية وسورية" مدنية ودينية لتلك الفترة من الزمن، أما حديث "الصحافة في لبنان وسوريا عام 1942" فتناولها الفصل الرابع. ويعيدنا الفصل الخامس إلى البدايات الأولى لفكرة الوحدة العربية وجاء بعنوان "إرهاصات وحدوية" ، وأما الفصل السادس فيلقي ضوءاً على الصراع الغربي على المشرق العربي أواسط القرن العشرين. وفي أجواء الحرب العالمية الثانية، وكانت "فلسطين مطلع الأربعينات" هي محور الفصل السابع. ويأتي الفصل الثامن والأخير، لوحة عامة لما كانت عليه أوضاع الشرق الأوسط عام استقلال لبنان 1943.
