لهذا الكتاب مقاصد متعددة، فهو مدخلاً مختصراً للمفاهيم الحديثة للأنظمة والحياة السياسية المعاصرة، وإن لم يكن مشبعاً بالتفصيل، فهو ليس عفوياً.
لقد شددنا على الأسس الرئيسية لتقسيم الحكومات، إذ أن هذه التقسيمات تختلف عن بعضها تبعاً لاختلاف معايير التقسيم. وذلك لكي نسهل على المطالع فهم المبادئ الأساسية للحياة السياسية وتشجيعه، بنفس الوقت، على التفكير المستقل والابتكار والتمييز.
هذه الدراسة لا تقتصر على أشكال الحكومات، إذ أنها لا تمثل، هذه الأشكال، إلا وجهاً واحداً من حقيقة النظام السياسي. إذ أن النظام السياسي بحقيقته يخضع لمجموعة كبيرة من العوامل، ليس الشكل الدستوري إلا واحد منها. لذلك أدخلنا ضمن هذه الدراسة عملية التطبيق السياسي وهو ما يطلق عليه اسم political process "العملية السياسية" أي القاعدة الشعبية.
لقد قسمنا هذه الدراسة، للوصول إلى الهدف المنشود منها، إلى ثلاثة أقسام رئيسية، القسم الأول يتناول الدولة، نشأتها، ومركز السيادة فيها ومبدأ خضوعها للقانون، ثم خصصنا القسم الثاني لشرح الأسس النظرية للنظم السياسية الثلاثة، أي النظام البرلماني. والنظام الرئاسي والنظام المجلسي. وأعطينا أمثلة تطبيقية قائمة لكل من هذه النظم الثلاث.
أما القسم الثالث والأخير فقد تحدثنا فيه عن الأحزاب السياسية وجماعات الضغط ومدى تأثيرهما في كل من النظم السياسية المعاصرة.
