جاء البحث في الحكومة الإلكترونية في محورين أساسيين، أحدهما خصص للجانب النظري في الحكومة الإلكترونية، والآخر خصص للجانب التطبيقي منها، وذلك في رغبة لبسط الفكرة على كلا جانبيها، تعميقاً للفائدة وتحقيقاً للهدف الأسمى المبتغى.
وبناءً عليه، جاء البحث في الجانب النظري للحكومة الإلكترونية في بيان مفهومها، ووجهات النظر المختلفة للفقة القانوني فيها، والوقوف على كل مفهوم نقداً وتبياناً وتوفيقاً، مع سبر أغوار مفاهيم جديدة ذات علاقة بكل ذلك، ومنها الإدارة الإلكترونية والموظف الإلكتروني والمدير الإلكتروني والدعائم والأدوات الإلكترونية، ثم البحث بشيء لازم في مفهوم الشبكة الإلكترونية (الإنترنت)، المشكّلة لبعد تقنية الإتصالات، أحد أهم مرتكزات الحكومة الإلكترونية الفنية والتقنية، مع بيان للخدمات الجمة التي تقدمهان وتوضيح لأهم المشاكل التي ترافق تطبيقاتها.
وقد قسم هذه المحور إلى قسمين، خصص الأول منها للحديث عن التجربة العربية للحكومة الإلكترونية، وقد أخذنا بعض النماذج العربية كأمثلة، وبينا تطبيقات الحكومة الإلكترونية فيها، فيما جاء القسم الثاني محصوراً على التجربة الأردنية في الحكومة الإلكترونية، بينا فيه الواقع والخطط والإستراتجيات والتقييم ما أمكن، في ظل ما يتوافر من معلومات ودراسات وتطبيقات عملية.
وعلى العموم، فإن الحديث عن الحكومة الإلكترونية بين النظرية والتطبيق لا ينتهي هنا، بل يبدأ حيث يبدأ العمل وفقاً لآليات والتطبيقات الحكومة الإلكترونية، ويستمر معها، رصداً وتبياناً وبحثاً عن حلول وإستراتيجيات.
