بصرف النظر عما تتسم به هذه الحروب الأهلية من أسباب، فإنها تغتذي كلها من قاعدة مورد اقتصادي، وهي قاعدة داخلية في طبيعتها بعد أن جفت المنابع الخارجية، منذ انتهاء المنافسة بين القوى الكبرى أوائل التسعينيات.
"اقتصادات الحرب" ليست ظاهرة جديدة، لكن الشكل المحدد للحروب الأهلية، واقتصادات ظل، وعولمة نشاطات اقتصادية غير قانونية، ذلك كله أوجد نمطاً جديداً من الاقتصاد السياسي المرتبط بالحروب الأهلية.
المحصلة التراكمية أن الأطراف المتحاربة في هذه النزاعات تتقاتل من أجل السيطرة على موارد محددة، محاولة في الوقت نفسه السيطرة على "الخزانات" السكانية في معسكرات اللاجئين.
هذا الكتاب يحاول فهم هذه الظاهرة بدراسات ميدانية.
