يحتوي هذا الكتاب حصيلة الوقائع الكاملة لبحوث وتعقيبات ومناقشات ندوة "جامعة الدول العربية: الواقع والطموح"، وهي الندوة التي نظمها مركز دراسات الوحدة العربية، وانعقدت في تونس خلال الفترة من 28 نيسان/إبريل وحتى 2 أيار/مايو 1980. وقد شارك فيها نحو ثلاثة وسبعين باحثاً وسياسياً وممارساً من مختلف الأقطار العربية.
إن جامعة الدول العربية، وإن كانت لا تعكس كل طموحاتنا القومية، لكنها تظل مرحلياً أداة مهمة في العمل العربي المشترك، ويصبح من واجبنا، خاصة في الظروف الراهنة الصعبة والدقيقة التي تمر بها العلاقات العربية، الحفاظ عليها وتقويم تجربتها ونقدها بهدف تدعيمها وتطويرها، لزيادة التعاون العربي وتوثيقه في المجالات المختلفة.
وضمن هذا الإطار، ولهذا الهدف، عالجت الندوة موضوع جامعة الدول العربية، حيث بحثت وناقشت نشأة الجامعة العربية، وميثاقها، والمجالات الأساسية: السياسية والثقافية، والاقتصادية، والإعلامية، لنشاط الجامعة العربية، والجامعة العربية وعلاقات العرب بالعلم، والجامعة العربية كمنظمة إقليمية، بالإضافة إلى استشراف مستقبل الجامعة العربية.
وقد عكس هذا الكتاب نتائج بحوث ومناقشات ووجهات نظر مختلفة لمجموعة متميزة من العاملين في قضايا القومية العربية، والباحثين والمفكرين والممارسين العمليين المهتمين بالجامعة العربية من الذين نقلوا إلى الندوة وبثوا فيها تجارب وخبرات أقطار وأجيال مختلفة حول موضوعها.
