يعد هذا الكتاب نموذجاً لمن يرغب في التعرف على الأسلوب العلمي في تقويم قواعد البيانات باعتماد معايير خاصة بها، وكذلك في التعريف بقواعد البيانات من وجهة نظر معلوماتية مكتبية، وهو يقع في خمسة فصول، يعرض الفصل الأول قواعد البيانات وأهدافها والحاجة إليها ومميزاتها ومشاكلها. ويشرح الفصل الثاني التطور التاريخي لقواعد البيانات من مرحلة الخمسينيات حتى التسعينيات من حيث البرمجة ومعالجة البيانات والحواسيب وقواعد البيانات.
أما الفصل الثالث فقد تناول هيكل قاعدة البيانات من حيث الملفات، والتطرق إلى تنظيمها وتصنيفها، والقيود والحقول، ويتناول الفصل الرابع مكونات قاعدة البيانات التي تشمل البيانات، من خلال جمع البيانات وتهيئتها وإدخالها، والأفراد المخططون والمبرمجون ومسؤولو قاعدة البيانات والمستفيدون، والبرامجيات والأجهزة والمعدات. وفي الفصل الخامس يتحدث عن أنواع قواعد البيانات البيليوغرافية وغير الببليوغرافية مع مميزاتها والاختلافات فيما بينها وأنواع تلك القواعد.
أما الفصل السادس فيعرض المعايير والتقويم حيث يشرح أسلوب بناء المعايير مع تفاصيل المعايير المعتمدة وكذلك التقويم وماهيته وخصائصه وكيفية تقويم قواعد البيانات، كما خصص الفصل السابع لتوضيح المستلزمات النموذجية عند إعداد دراسات مستقبلية مماثلة.
