يحتوي هذا الكتاب حصيلة الوقائع الكاملة لبحوث ومناقشات ندوة "التعريب ودوره في تدعيم الوجود العربي والوحدة العربية"، وهي الندوة الني نظمها مركز دراسات الوحدة العربية، وانعقدت في تونس خلال الفترة من 23-26 تشرين الثاني/نوفمبر 1981. وقد شارك فيها نحو خمسة وثلاثين باحثاً في مشرق الوطن العربي ومغربه.
إن موضوع التعريب متعدد الجوانب، وتأخذ مشكلته أبعاداً مختلفة في المشرق العربي عنها في المغرب العربي، وهو-إضافة إلى جانبه اللغوي الألسني-قضية فكرية-ثقافية لها أبعادها السياسية والاجتماعية والاقتصادية والحضارية. فاللغة-في الأساس-ليست رموزاً ولا مواصفات فنية وحسب، ولكنها إلى جانب ذلك منهج فكر وطريقة نظر وأسلوب تصور، إنها رؤية متكاملة تمدها خبرة حضارية متفردة ويرفدها تكوين نفسي مميز.
وضمن هذا المفهوم والإطار الواسع للتعريب عالجت الندوة الموضوع في خمسة عشر بحثاً، خصصت أربعة أبحاث منها حول "إطار التعريب العام ومفاهيمه" وستة أبحاث لدراسة "تجارب التعريب" في الوطن العربي، وخمسة أبحاث لمعالجة "إشكاليات التعريب ومستقبله".
وتشير أبحاث الندوة ومناقشاتها بوضوح إلى أن مشكل التعريب لا يهم المغرب العربي فحسب-نظراً للظروف الاستعمارية التي مر بها-بل إنه يهم العرب جميعاً. ولذلك يجب التفكير به كمشكلة عربية وليست خاصة بالمغرب العربي فقط. وهكذا نفكر جميعاً وبمنطق علمي في التعريب، لا كمشكلة عاطفية وإنما كمشكلة لها صلة بالوحدة العربية في إطارها السياسي والاجتماعي والاقتصادي، وبالتوجه العربي إزاء الشرق والغرب، وبمستقبل العرب كأمة موحدة لا يفرقها اختلاف في لغة التعليم أو في لغة الإدارة والحياة العامة.
