من مواليد ليبيا براك الشاطي 1953م تحصَّل على البكلوريوس في الخدمة الاجتماعية بتقدير ممتاز مع درجة الشرف الأول على الخريجين بقسم الخدمة الاجتماعية 1977م.
قُبِلً معيداً بالقسم 1978م.
تحصًّل على الماجستير في التنمية البشرية من جامعة جورج واشنطن الولايات المتحدة الأمريكية 1981م، ثمَّ تحصٍّلَ على الدكتوراه في الخدمة الاجتماعية جامعة طرابلس 1992م.
يشغل الآن درجة أستاذ بجامعة طرابلس كلية الاداب.
وقد شغل منصب أمين التعليم والبحث العلمي ب طرابس، ثم شغل منصب وزيرا للتعليم العالي بليبيا، ومن بعده شغل منصب وزير التنمية البشرية

دراسةٌ معمقة لمفهوم الوسطية، وتحديد المراد منه، فالوسطية ليست ملتقى بين طرفين، وإنما تعني : الوصول إلى حقيقة الخير، وكنه الحق، وقصد العدل.
فالتوازن هو الهدف من الوسطية، وهو منهجها الذي يتطابق معها كل المطابقة، بعيداً عن التفسيرات الخاطئة، والمواصفات التي تنأى عن الموضوعية.
و تضمن الكتاب تحديد علاقة الأمة بمفهوم الوسطية، مع دراسة مرتكزاتها، ومعطياتها، ومعيارها، وعلاقاتها الناظمة، مع بيان الغاية المرجوة للوسطية، ألا وهي الإصلاح.
