مما لا شك فيه أن العلاقات الإقليمية بين الوحدات السياسية إنما تؤكد في محصلتها العامة على فكرة التوازن ومن ثم التعايش تأكيد لمصالح جميع الأطراف، إلا أن هذه القاعدة العامة في الاتجاهات السياسية لم تحظي بالتطبيق فيما يتعلق بشكل العلاقة بين دول الجوار غير العربي اتجاه العراق، حتى وان كان العراق جزءاً من منظومات وترتيبات سياسية وعسكرية منذ منتصف الثلاثينات من هذا القرن مع إيران وتركيا.
فخلال العقود الخمسة الماضية كان الطابع الغالب في الاتجاهات العامة لهذه العلاقات يسودها التوتر، وفي حالات قليلة توافق عابر، لا يلبث أن يتحول إلى أزمات عبرت عن نفسها بصيغ مختلفة سرعان ما تم احتوائها عندما كان العراق يخضع لذات المؤثرات الخارجية التي تخضع لها عناصر الإقليم الأخرى، لكن التاريخ المعاصر يشير بوضوح إلى انه ومنذ ثورة تموز 1968، وتبني العراق للمنهج القومي في بناء الدولة والمجتمع، وانعكاسات ذلك على سياسته الخارجية، ظهر التمايز واضحاً مع الجوار غير العربي، بل أن هذا التمايز والتقاطع تصاعدت وتائره إلى حد الصدام ومن ثم الحرب والتدخل بفعل تأثيرات العامل الخارجي الدولي والعربي (الأميركي-الصهيوني) على وجه الخصوص، والذي تحول إلى عرض للتأزم السياسي، البحث الذي يقدمه قسم الدراسات السياسية في بيت الحكمة، والموسوم: (العراق ودول الجوار غير العربي) للباحث الدكتور "حسيب عارف العبيدي" يتناول بمنهجية تحليلية، أسس العلاقات الإقليمية وأنماطها التهديدية، مبيناً أثر العامل الصهيوني ودوره في التأثير على هذه العلاقات وتداخلها مع العامل الدولي (الأميركي) وتداعيات كل ذلك على علاقات الجوار.
