إن الفكر التخطيطي في العصور السابقة، والعمل التخطيطي اليوم، ما هو إلا ممارسات تمحضت عنها حقيقة المدينة كوحدة جغرافية وتخطيطية، لذا يمكن القول إن هذه الحقيقة ترافقت بشكل أصيل مع النشأة الأولى لظاهرة المدينة قبل خمسة آلاف عام عندما ظهرت مدينة أريدو، وأور، والوركاء في السهل الجنوبي في العراق نحو 3200 ق.م. في البلاد التي عرفت بأرض سومر.
ومن هنا، نحاول في هذا الكتاب تتبع هذه الحقيقة منذ نشأة أولى المدن في جنوب العراق، مؤكدين أصالة عناصرها الجغرافية والتخطيطية أولاً، وبيان مدى تطابقها مع حقيقة المدينة اليوم كوحدة إجتماعية وإقتصادية وعمرانية ثانياً، إذ ينصب موضوع الكتاب على دراسة عناصر الأصالة في الفكر التخطيطي للمستقرات البشرية التي ظلت عناصرها الرافد السياسي الذي دعم مسيرة البناء والتطور الحضاري لقرون طويلة، وكانت نتاجاته الأسس التي أظهرت للحياة أولى المستوطنات البشرية الدائمة (القرى) التي ظهرت إلى مدن مثلت أولى الأشكال الحضرية في العالم، حيث غدت المدينة تعكس طبيعة المراحل الفكرية السائدة، وبالتالي إمكانية فهم ظاهرة المدينة تاريخياً، إذ إن الفهم التاريخي للمدن القديمة يشكل جزءاً لا يتجزأ من كيان المدن المعاصرة، بل ومؤشراً لما يمكن أن تكون عليه.
