إن وفرة المياه من أدق المشاكل وأكثرها تعقيداً، يمكن أن تكون عنصر الرخاء وبنفس الوقت عنصر نزاع قد يصل إلى الحرب عندما يصبح دور المياه الموت أو الحياة، وعند التأمل قليلاً لكل باحث يرى بلاد ما بين النهرين أو بلاد الرافدين أو بلاد السواد لكثرة الخصوبة أو بلاد أول مزرعة في التاريخ تستورد كل مفردات الزراعة والإنتاج الحيواني بعد الإحتلال عام 2003 مثل الخضروات والألبان وحتى مياه الشرب من دول ليس فيها جدول واحد يشعر بحجم المشكلة المائية في وادي الرافدين ولما جاء التنظيم الدولي لتجنب الحروب والحفاظ على السلم والأمن وإحترام حقوق الإنسان ومنها (حق الحياة) فكان الدافع الرئيسي للوقوف والتأمل في مشكلة مياه الرافدين (دجلة والفرات) من حيث أصولها التأريخية وكيف كانت المياه في هذه البقعة من الأرض ولماذا لا تستطيع إنتاج الخضروات وتأثير أثر الإعتبارات الدولية وسياسة القوى الدولية والإتفاقيات المعقودة وحسن الجوار ومدى المساهمة في صناعة الرخاء والرفاهية للشعوب من خلال التعاون لتوفير الهبة الإلهية (الماء) دون الإعتبارات السياسية والأطماع التوسيعية.
وبقدر كونها مشكلة معقدة فإنها سهلة وقابلة لأن تحمل معها امالاً للتعاون فالمواقف غير المستندة إلى القوانين والأعراف الدولية والمبنية على رؤية ضيقة ومصالح وإعتبارات دولية وسياسية هي التي تضفي على مشكلة المياه التعقيد، لكن لو تعاملت الدول المتشاطئة بروح التعاون وحسن الجوار إنطلاقاً من القوانين والأعراف الدولية لتحولت مشكلة المياه إلى عامل التواصل والعمل المشترك وتعظيم المنافع لجميع الأطراف دون طرف واحد.
إن جوهر مشكلة مياه الرافدين (دجلة والفرات) هو عدم تعرف كل دولة متشاطئة على حقوقها وواجباتها بالنسبة للنهرين وروافدهما كي يكون الموقف القانوني واضحاً للجميع ولا يحاول البعض التهرب من واجباته وإلتزاماته القانونية تجاه مياه دجلة والفرات.
ولغرض عرض جميع الأفكار المتعلقة بموضوع الدراسة والبحث فقد قُسمت على النحو الآتي: الفصل الأول: "مفهوم النهر الدولي ونظريات إستغلاله والإستراتيجيات الدولية"، الفصل الثاني: "المشاريع المائية لنهري دجلة والفرات وآثارها"، الفصل الثالث: "التأصيل التأريخي والأبعاد السياسية للمياه في حوضي دجلة - الفرات"، الفصل الرابع: "الواقع والتحديات لمياه الرافدين وأثرها على الأمن الوطني"، الفصل الخامس: "المبادئ والحلول لمشكلة المياه".
