جاء كتاب "تأسيس المجتمع المدني" ثمرة لدراسات المؤلف وبحثه ومراقبته لأحداث العراق وسيكولوجية حكاية وشخصيات السلطة والمعارضة، ليطرح من خلاله تصورات لمنهجية السلوك والتفكير السياسي الذي يجب أن يكون في حوزة كل عراقي، ورأيه في ذلك بأن الوضع الطبيعي لتطور الوعي في الشخصية العراقية هو ترك المراحل السابقة والصفات السابقة التي عليها كان تأسيس مناهج التفكير، والوصول إلى خلاصة المرحلة الراهنة في كيفية التعاطي مع الفكر والواقع.
يشترط في مشروع المجتمع المدني الاستعداد السيكلوجي لاستيعاب الرأي والرأي الآخر والاعتراف بسيادة القانون وقدسيته وحرمته واحترام حقوق الانسان التي جاءت بها المواثيق واللوائح العالمية، فضلاً عن الإعتراف بأهمية الصحافة ودورها كسلطة رابعة في مراقبة سلوكيات الوحدات البيروقراطية في الدولة والنسغ الاجتماعي والثقافي والصحي للأمة إلى جانب إرساء قواعد التعددية الحزبية واطلاق الحريات وبناء المؤسسات الاقتصادية والسياسية والمجتمعية وغيرها.
هذه التشكيلات أو بانوراما مشروع المجتمع المدني، لا يمكن الاستفادة من التنظير لها أو التفكير بها دون فحص الاستعداد النفسي والفكري والذهني للنخبة والمجتمع وهذا هو شرط اساسي لتنفيذ مشروع المجتمع المدني العراق.
وإذا لم يغير العراقيون (أفراد وجماعات وأحزاب) من طريقة تفكيرهم السياسية وتربية ذواتهم ودفعها لتقبل وإنضاج فكرة المجتمع المدني فإن كل ما يكتب ويقال حول المشروع سيكون عديم الدوى..
