إلى زمن قريب، كانت سياسات صندوق النقد الدولي هي السياسات المثالية من أجل تنظيم التجارة الدولية، وأمورها النقدية، الا أن استمرار تدهور الحالة الاقتصادية في دول العالم الثالث، وجزء كبير من الدول الغربية جعل من المفيد إعادة قراءة أصل الموضوع، ومراجعة السياسات، والمخططات النقدية العالمية من خلال البحوث ومصادرها الأصلية وخاصة تلك المتعلقة بقيام صندوق النقد الدولي في أعقاب مؤتمر (بريتون وود) عام 1944م.
هذا بالضبط ما أراد بحثه الدكتور "حجازي إدريس" الذي وضع علامة استفهام كبيرة لمرحلة ما بعد انهيار الاقتصاد العالمي في الآونة الأخير ووضع العرب، واستراتيجياتهم لهذه المرحلة بالذات.
يقول الكاتب: "إنني أعيد الأسئلة، وتدوير قناعاتي - التي طرحتها قبل عشرين عاماً من الآن - أطرحها في دراسة ما قبل مؤتمر (بريتون وود) في حقبة معيار الذهب، وما بعده، وما نتج عن قيام صندوق النقد الدولي، وغطاء الدولار، ولا يخالجني شك أن هناك الكثير الذي يمكن أن يقوله الآخرون حول هذا الموضوع...".
ما يريد أن يقوله مؤلف الكتاب أن المشكلة هي في الخروج من غطاء الذهب الى غطاء الدولار، والتي كشفها العالم الاقتصادي "كنيز" فيما قال: إن غطاء العملية المحلية لأي من الدول الموافقة على قيام صندوق النقد الدولي وعلى سياساته تلك لن يكون مرتبطاً بتدفق الذهي بأي صورة من الصور.. وهذا يعني صندوق نقد دولي بأنياب جديدة يخدم مصالح الدول الكبرى.
