إن هذا الكتاب هو دراسة عن العلاقة بين المجتمع والدولة في الوطن العربي. فهو ينطلق في مقولة أساسية معيارية في العلوم الاجتماعية فحواها أن العلاقة بين أي مجتمع ودولته هي علاقة جدلية يحكمها التوازي والاتساق. فبقدر ما تكون الدولة "تمثيلاً أميناً للتفاعل والتوازن بين قوى المجتمع المختلفة حجماً ونوعاً ومصالح ووعياً)، وبقدر ما تكون السلطة في هذه الدولة "شرعية"، بالمعنى السوسيولوجي الواسع لمصطلح الشرعية. ودراسة، مثل هذه الدراسة عن العلاقة بين المجتمع والدولة، تتطرق لكل من وحديثها المفهوميتين (أي المجتمع والدولة) بالقدر الذي يخدم توضيح هذه العلاقة، من حيث أسبابها ودينامياتها الداخلية ونتائجها. فالمؤلف في هذا الكتاب لا يخفض في تفصيلات المجتمع الغربي، إلا بالقدر الذي يكون لها علاقة مباشرة "بالدولة" ولا يغوص في تفصيلات الدولة العربية القطرية، إلا بالقدر الذي يكون لها علاقة بالمجتمع.
