إننا نعيش في "عصر المعلومات"، عصر تتحول فيه المعرفة إلى قوة، ويتغير فيه مصدر الثروة من ملكية المواد الخام ووسائل الإنتاج، أو السيطرة عليها وعلى أسواقها، إلى التمكن من "صناعة المعرفة"، وتوظيف العلم توظيفاً إجتماعياً وإقتصادياً وحربياً، عصر تتغير فيه موازين القوى الدولية، وتبرز فيه قوى جديدة تتميز بدرجة عالية من التعليم، وتركيز كبير على تحويل العلم إلى قوة إقتصادية وعسكرية، ومن ثم تبرز وتتأكد الأهمية المتزايدة للتعليم العالي، وتشتد الحاجة إلى فحص وتقويم الدور الذي يقوم به في المجتمع.
