تتناول هذه الدراسة النظام السياسي المصري في فترة ما بعد عام 1952، وتتمحور القضايا البحثية التي تثيرها حول الطبيعة ا لشخصية للحكم وهامشية النخبة السياسية الرسمية في عملية صنع القرار. وتولي الدراسة اهتماماً خاصاً بالأنماط التنظيمية وأنماط تجنيد النخبة التي سمحت بوجود نظام رئاسي -ملكي مطلق في مصر في عهد الرئيس أنور السادات. كذلك تستعرض الدراسة الدور الذي اضطلعت به المؤسسة العسكرية في الحياة السياسية المصرية بعد عام 1952. وينهض هذا الاستعراض على أساس فرضية مؤادها أن هذه المؤسسة قد ظلت منذ عام 1952 بمعزل عن عملية صنع القرار في حد ذاتها، وأن دورها السياسي تجلى في حماية نظام الحكم، وليس في الانخراط في عملية وضع وصياغة السياسات.
وقد تم اختيار النخبة الوزارية في فترة السبعينيات كدراسة حالة للأنماط التنظيمية والتجنيدية للنخبة السياسية. وقدمت الدراسة بيانات إحصائية ونوعية خاصة بأعضاء السلطة التنفيذية في عهد السادات، وعقدت مقارنة بين النخبة الوزارية في فترتي حكم السادات وعبد الناصر. وقد أثبتت هذه البيانات صحة عدد من فرضيات هذا البحث، في حين أوضحت بنية النخبة السياسية وأنماط تجنيدها واستمرارها في أجهزة الدولة، وبالتحديد داخل الجهاز التنفيذي، طبيعة انخراطها في -أو انعزالها عن- عملية صنع القرار. والواقع أن استمرار النخبة السياسية في مصر في فترة ما بعد عام 1952، في ظل التوجهات المتباينة للسياسات، إنما يشير إلى حدوث عملية إعادة تدوير هذه النخبة، وليس إلى تغير النخبة أو إحلالها.
