ظهر من اليمن خلال ما مضى من تاريخها في العصر الإسلامي دول كثيرة مختلفة المذاهب، ومتباينة النحل والعقائد، لكل منها حكام متعددون، من ملوك وسلاطين وأمراء إلى أئمة ودعاة، ولكل منهم أنظمة مرعية خاصة بهم وضعوها لأنفسهم، أو اقتبسوها من حكام آخرين سابقين لهم، أو معارين فأخذوا بها، وتوارثها أعقابهم، وصاروا يحافظون عليها، ويلتزمون بالعمل بها، والتقيد بمنهجها ومراسيمها، والوقوف عند حدودها وإذا اتتبعنا ما كتبه مؤرخوا اليمن المعاصرون لهؤلاء الحكام فإننا لا نجد فيها ذكراً للعادات والتقاليد المتعلقة بنظام الحكم والحكام إلا فيما، ولذلك ارتأى "القاضي إسماعيل بن علي الأكوع" وجوب أفراده لكتاب مستقل أعراق وتقاليد حكام اليمن في العصر الإسلامي يبين فيه ما كانت عليه عادات كل دولة وكل حاكم بسط حكمه على اليمين، هذا وقد ركز في سرده للعادات والتقاليد والاعراف على الدولة الرسولية التي كانت غرة شادخة مشرقة في تاريخ اليمن، والتي امتد عمرها إلى أكثر من مئتي عام، وفي حديثه عن هذه الدولة بشكل خاص والدول الباقية بشكل عام بين أطرافاً من أخبار ملوك بني رسول، فوصف حياتهم، وذكر قصورهم، وأخبار من وفد عليهم من العلماء والزعماء، كما وذكر عادات خروج ولاتهم في صنعاء لصلاتي عيد الفطر والأضحى في جبانة صنعاء.
