نظرية الحسم الزمني هي النظرية التي توضح معنى الربا وأهمية تحريمه في النظام المالي الإقتصادي الإسلامي، وتضع حدوداً لما يقع فيه الربا وما لا يقع فيه. وتمثّل هذه النظرية نظاماً حقوقياً موضوعياً ينطوي تحته جزئيات موزعة في أبواب الفقه المختلفة، وتتضمن أركاناً، وشروطاً، وأحكاماً، تجمعها وحدة موضوعية، ذات أدلة شرعية.
أظهرت هذه النظرية تفسيراً لقيمة الزمن في البيوع؛ إذ يمكن أن يزداد الثمن بسبب الزمن كما في بيع التقسيط، أو يخفض كما في بيع السَّلم؛ لمزية الزمن، وقدمت تفسيراً لعدم اعتبار القيمة المادية للزمن في القرض، وأوضحت طبيعة الحسم للديون المؤجلة بسبب تعجيل السداد، فحصرته في الديون المؤجلة الناجمة عن بيوع لا عن قروض. ويحاول الباحث من خلال هذا الكتاب الإجابة على التساؤلات الآتية: - هل تتضمن المبادئ التشريعية في الإسلام منطقاً تشريعياً واحداً ومنضبطاً إزاء الزمن؟ - وهل وجد في التراث الفقهي، وفي أدبيات الإقتصاد الإسلامي، تطبيقات فقهية واقتصادية، تعطي للزمن أهمية وقيمة محددة يمكن إحتسابها؟ - وهل يقبل الإقتصاد الإسلامي فكرة الحسم؟ وكيف نميزه إذاً من الربا؟ - وإنْ قَبِلَها، فما هو المعيار الذي يكون موافقاً للتشريع؟ وما هو تحليلها وتسويغها النظري والشرعي؟
