محمود عكام (من مواليد 1952 في مدينة حلب) هو مفكر سوري؛ ومفتي محافظة حلب وَأستاذ محاضر في كليتي الحقوق والتربية في جامعة حلب؛ و خطيب الجامع الأموي الكبير فضلًا عن كونه عضوًا في اتحاد الكتاب العرب. يحملُ إجازةً في الشريعة الإسلامية من جامعة دمشق، وماجستير من جامعة السوربون في باريس ودكتوراه في الفكر الإسلامي السياسي من السوربون أيضًا، وقد أشرف على رسالته البروفيسور محمد أركون وعنوان الأطروحة: «الحاكمية والسلطة في الفكر الإسلامي السياسي في القرن الخامس الهجري. دراسة مقارنة بين السنة والشيعة».

الكتاب السادس من سلسلة محاضرات جادة وهادفة، يسعى فيه المؤلف إلى تأكيد مقولة نصُّها: ’’تنظيم الأسرة مسؤولية إنسانية من أجل وجود نوعي متميز، قادر على التحقق بالغاية الأسمى، والوصول إلى الهدف الأرقى، دنيا وأخرى’‘. فيقدم لذلك بتمهيد في معنى التنظيم ومفهوم الأسرة وبيان المقصود بـ ’’تنظيم الأسرة’‘ الذي يعني عند المؤلف: ’’كل أمر يعمل على تهيئة الظروف السوية لأسرة ناجحة سعيدة في الدنيا، وفالحة في الآخرة’‘. ويظهر ذلك في مجالات عدة منها:
- تنظيم الأسرة فيما يتعلق بالذرية، تكثيراً أحياناً وتقليلاً في أخرى.
- تنظيم الأسرة فيما يتعلق بالتمهيد لبنائها تمهيداً سليماً.
- تنظيم الأسرة اقتصادياً.
- تنظيم الأسرة علمياً وثقافياً واجتماعياً.
ومن هنا نقول: إن تنظيم الأسرة أمر نسبي، لا يمكن أن يخضع لقانون ثابت موحد، ولذلك يرتبط ارتباطاً وثيقاً بالمصلحة، التي عدها الفقهاء من مصادر الفقه الإسلامي.
