يبحث هذا الكتاب في العوامل المتعددة لظاهرة الفساد، التاريخية والاجتماعية والسياسية. ولقد عالج هذه العوامل بمنتهى الشجاعة العقلية. فأشار إلى غياب الحريات الديموقراطية، وضعف مؤسسات المجتمع المدني، وغياب المؤسسة التشريعية وضعف المؤسسة التشرعية وضعف المؤسسة القضائية وعدم فاعلية الأحزاب السياسية وانعدام روح المنافسة، فضلاً عن عدم كفاية الدخول التي تدفع الناس دفعاً الى الفساد.
والحق أن رصده لعوامل الفساد مجتمعة، أتاح له تعريف الفساد تعريفاً نظرياً صحيحاً حين قال: "الفساد اساءة استخدام السلطة لتحقيق مآرب نفعية مادية في غياب المؤسسة السياسية بالمعنى المعاصر للكلمة للضعف فاعلية رقابة المجتمع المدني ناهيك عن أنه تجاوز صارخ للقوانين وانتهاك لمنظومة القيم والمعايير الأخلاقية"..
