في خطبة كتابه هذا الذي نقلب صفحاته، قال المطوّعي: "سألني جماعة من أصدقائي، لما علموه من اختصاصي بخدمة "ابو الفضل الميكالي-وهو أمير من أبناء ملوك فارس-وتجملي بالدخول في حملته، وتفيؤي بظل دولته، أن أجمع لهم طرفاً من طُرف نظمه ونثره، وصدرا من ثمرات خاطره وصوره، فشمرت ذيل الاحتفال والاحتشاد وأخذت نفسي بتقصي الوسع والاجتهاد، حتى جمعت من روائع فقره، وبدائع فكره، محاسن كلها، كأنها جواهر البحور، وقلائد النحور... الخ".
وهكذا حدّد المصنف "عمر بن علي بن محمد المطوعي" سبب نهوضه بوضع مصنفه، الذي يتكون من عشرة فصول هي: أولاً في صور من مذابح أهل العصر في الأمير السيد أبي نصر أحمد بن علي الميكالي. ثانياً: في أشعار لجماعة من أهل الفضل. ثالثاً: في أنموذجات من فصوله البليغة. رابعاً: في أشعار له مدح بها أباه الأمير السيد أبا نصر أحمد علي الميكالي. خامساً: في قطعة من أشعاره. سادساً: في الغزل والنسيب. سابعاً: في الأوصاف والتشبيهات. ثامناً: في الإخوانيات وما يتعلق بها. تاسعاً: في فنون المداعبات وما يشاكلها. عاشراً: في الحكم والمواعظ والمراثي، وما فيها من سائر الفنون.
لـ"درج الغرر" قيمة أدبية وتاريخية وفنية يمكن تلخيصها فيما يلي: إنه مصدر أصيل من مصادر دراسة الأدب العربي في القرن الرابع الهجري، إنه يشتمل على طائفة من النصوص النثرية والشعرية التي يتفرد بها ولا نجدها في المظان الأخرى. هذا وقد جاء الكتاب محققاً، حيث تجلى عمل المحقق بـ: صنع عناوين فرعية، صنع فهارس فنية، وضع ترجمة لطائفة من الأعلام.
