تنطلق أهمية الدراسة من/1-أهمية الوظيفة العامة بوصفها أمانة مقدسة وخدمة إجتماعية، 2-أهمية الموظف بوصفه (العمود الفقري للدولة) و(الدولة لا تساوي شيء إلا بقدر ما يساويه موظفيها) و(إن انتشر الفساد بين الموظفين كانوا أخطر على الدولة من أعدائها)، 3-قلة بل ندرة الدراسات حول الموضوع.
احتوت الدراسة على ثمانية فصول؛ تناول الفصل الأول (الأبعاد الأساسية للدراسة) منها (فكرة الدراسة، ومشكلة الدراسة، وأهداف الدراسة، والقوانين التي تحكم موضوع الدراسة، وأسباب إختيار الموضوع).
وتناول الفصل الثاني (تحديد المفاهيم، مثل (الجريمة في الشريعة الإسلامية والقانون، والوظيفة، والموظف)، كما تضمن الدراسات السابقة، وتطرق الفصل الثالث إلى (منهجية الدراسة)، وشملت (نمط الدراسة، ومنهج الدراسة، وعينة الدراسة التي تكونت من /277/ موظفاً محكوماً عليهم موزعين على /113/ من رجال الشرطة، و/80/ موظفاً مدنياً، و/34/ من منتسبي الجيش.
كما شملت إستمارة الدراسة التي احتوت على /54/ من الأسئلة، و/8/ فروض ثم إثبات /6/ فروض منها، وتناول الفصل الرابع بيانات القسم الأول من إستمارة الدراسة في (14) سؤلاً.
أما بيانات القسم الثاني من الإستمارة فكان من حصة الفصل الخامس في (12) سؤالاً، أما الفصل السادس فقد تناول القسم الثالث من الإستمارة في (12) سؤالاً، وكان القسم الرابع من الإستمارة من حصة الفصل السابع في (16) سؤالاً، أما الفصل الثامن فكان للتوصيات والنتائج التي بلغت /79/ نتيجة موزعة على /79/ جدولاً، أما التوصيات فقد توزعت على /4/ محاور في /16/ توصية.
