تعني هذه الدراسة بالتعريف على الجريمة المعلوماتية باعتبارها ظاهرة تتميز بالحداثة لارتباطها بتكنولوجيا حديثة هي تكنولوجيا الحاسبات الآلية، ولما كانت الجريمة المعلوماتية يمكن أن تنقسم إلى عدة طوائف وذلك باختلاف المجالات التي يمكن استخدام الحاسبات الآلية فيها حيث يمكن أن تتصل الجريمة المعلوماتية بالحياة الخاصة، كما أنها قد تتصل بسلامة الأفراد، أو بالمصالح العليا للدولة، فقد أثر معد هذه الدراسة أن يتناول واحدة من هذه الطوائف لما لها من أهمية كبيرة ألا وهي الجرائم الاقتصادية للحاسب الآلي. فاتصال الحاسب الآلي بمختلف نواحي الحياة الاقتصادية كان له تأثير كبير في ظهور هذا النمط الجديد من الجرائم، واستتبع ذلك ظهور محاولات لإيجاد حلول قانونية للتعامل معها، وقد اختلفت الرؤى بطبيعة الحال باختلاف النظر إلى هذه المشكلة ومدى الحاجة إلى تجريم هذه الأفعال.
ومن ثم فسوف يتناول المؤلف بالبحث في هذا الموضوع الجرائم الاقتصادية للحاسب الآلي من خلال دراسة مقارنة للأنظمة القانونية المختلفة. فيوضح الأحكام العامة لجرائم الحاسب الآلي بصفة عامة، ومدى صلاحية النصوص التقليدية للتطبيق على جرائم الحاسب ألآلي الاقتصادية، وتصنيف هذه الجرائم وتحليل العناصر القانونية لكل منها باختصار مع الإفاضة في شرج عناصر جرائم الدخول واستعمار غير المصرح بهما لنظام الحاسب الآلي والاحتيال المعلوماتي باعتبارها أهم جرائم الحاسب الآلي الاقتصادية، ويثار في شأنها كافة المسائل القانونية التي تثور في سائر جرائم المعلوماتية، مستعيناً في ذلك بعرض للقانون المقارن في هذا الصدد.
وأخيراً يتعين التنويه إلى أن مؤلف الدراسة قد قصرها على بسط القواعد الموضوعية العقابية الخاصة بجرائم المعلوماتية دون القواعد الشكلية الإجرائية التي تطبق عليها والتي تخرج عن نطاق بحثه هنا. وبناء عليه فقد تناول دراسة هذا الموضوع من خلال باب تمهيدي يتولى التعريف بجرائم الحاسبات الآلية، ثم قسمين خصص أولهما لبيان الأحكام العامة لجرائم الحاسب الآلي. وعرض في الثاني للأهم تطبيقات جرائم الحاسب الآلي الاقتصادية.
