يعالج "كامل المقدم" في هذه الدراسة الشأن الاقتصادي في المرحلة الممتدة منذ أواخر الأربعينات حتى أواخر السبعينات. يعالج مسألة الخلاف الناشئ بين التجار والصناعيين في لبنان حول مستقبل الاقتصاد اللبناني وهو الخلاف الذي يلخصه موقف التجار والصناعيين المتناقض من مسألة الاستيراد: فبينما يطالب فريق التجار بحرية الاستيراد، يطالب فريق الصناعيين بتقييد هذه الحرية من أجل حماية الصناعة.
وفي هذا الإطار يتحدث "كامل المقدم" عن مدار الخلاف بين التجار والصناعيين، مصادر الدخل العام، النظام الضرائبي الجمركي المقترح، الكماليات غير الجاري إنتاجها في لبنان، الضروريات غير الجاري إنتاجها في لبنان، تنظيم الحركة التجارية بين التجار والصناعيين، الاقتصاد الحر والاقتصاد الموجة، علة العلل في توجيه اقتصاديات لبنان، ماذا بعد القطيعة الاقتصادية؟ تستمر فوضى النظم الاقتصادية في سيادتها، وماذا بعد القطيعة الاقتصادية- أتقتلنا الضغينة أو تستيقظ الضمائر؟...
