في كتابه "أزمة نخبة.. لا أزمة أمة" يتحرى الأستاذ عمر عبيد حسنة الأزمة التي تمرّ بها أمتنا العربية والإسلامية اليوم متسائلاً هل الإشكالية "في غياب النخب القادرة على القراءة الدقيقة للظروف المحيطة بكل تعقيداتها (...) أم تكون الاشكالية في غياب الفقهاء بالمعنى الواسع لمصطلح الفقه (...) أم الأزمة الحقيقية في من اختاروا أنفسهم وأسموا أنفسهم مسؤولين وفقهاء وقادة ورواداً ولم تخترهم الأمة أم في التنظيمات والجماعات التابعة لها..".
وفي وهاد هذه التساؤلات يرى المؤلف انه ما لم نُعِد النظر في كثير من مفهوماتنا الشرعية وندرك أبعاد ومواقع تطبيقها ونفكر جدياً بالتغير الجذري في منظومتنا الفكرية واجتهادتنا الفقهية ونخبنا المزمنة وغير المنتخبة (...) فسوف يطول ليل التخلف والتراجع الحضاري.
يقدم المؤلف كتابه على أنه "ملحوظات ووجهات نظر ومراجعات واجتهادات فكرية، يجري عليها الخطأ الصواب يؤخذ منها ويرد كسائر إنتاج البشر، قد تكون أوحت بها أحداث ومناسبات متعددة، ومقاربات موضوعية، حيث إنها ترتبط بوحدة الرؤية وعلاقة النسب واتحاد الوجهة، وتنضبط بالإطار والمنطلق والمرجعية الشرعية...".
يقسم المؤلف إلى عدد من المحاور اختار لها عنوانات مثل "أزمة نخبة"، "من أسباب الفشل"، "إشكالية النهضة"، "في المسألة الحضارية"، "الهجرات المعاصرة.. أبعاد متجددة"، "أزمة في المعرفة وخُلق المعرفة".
