يأتي هذا الكتاب من ضمن موسوعة الحكومة العالمية المثلى لمؤلفها الدكتور جواد جعفر الخليلي، وهو الكتاب الثاني وموضوعه (المصلح المنتظر) ويحتوي مجموعة من المقالات بلغت ست عشرة مقالة.
تتمحور موضوعات الكتاب حول سؤال واحد: هل من مصطلح عادل؟ متى يظهر والبشرية في مظالم مستمرة؟ ما هي علامات وشروط ظهور المصلح؟ كيف يراه ذوو الأديان ثم أهل الأديان؟
وللإجابة على تلك الأسئلة يبدأ المؤلف بالحديث عمَا تنبأ به وبشر الأنبياء والمرسلون لقيام مثل هذه الدولة، والحقائق المتوفرة لتشكيلها، ثم التنبؤات حول ظهور المصلح وهي تنبؤات ذوي الأديان السماوية، من أنبياء وأولياء من الدين اليهودي والمسيحي والإسلامي، ومنها ما ورد في كتاب "بشارة" عند رسل المسيحيين، وما ذكره الكتاب المقدس وتنبؤه عن توفر المسكن والأعمال والأطعمة ورفع الحواجز العرقية واستئصال الجريمة، وإبطال الحرب... وبالتالي إدارة الأرض بالبر..."، أما ما ورد في الإسلام عن قيام دولة الحق والعدل فهو كثير وأنه إذا ما ظهر المصلح المنتظر فإنه "يملأ الأرض قسطاً وعدلاً كما ملئت ظلماً وجوراً...، وروي أن عند ظهوره وتحدثه يشاهده ويسمعه الجميع كما يثبت ذلك اليوم بالراديو والتلفزيون..."، إلى غير ذلك من الأحاديث النبوية عند كافة الفرق الإسلامية الشيعة والسنَة" مع ذكر المؤلف للإختلاف بين الفريقين، فالشيعة ينسبون المصلح إلى حفيد من أحفاد رسول الله، أما السَنة يقولون "من نفس السلالة بيد لا يشترطون أنه حي وقائم، بل يولد لوقته ويرد في الأخبار ظهور السيد المسيح وإشتراكه معه في الإصلاح..." والله أعلم.
وعليه، ينطوي الكتاب على (16) مقالة جاءت تحت العناوين الآتية: 1- الصراع المادي وضرورة دمجه بالمعنوي، 2- الإنتظار المرير للمصلح، 3- هل من مصلح عادل؟، 4- ما هي أعظم بشارة للعالم البشري؟، 5- ما هو واجبنا؟، 6- مميزات المصلح المنتظر؟(...) وعناوين ذات صلة.
