يضم هذا الكتاب أعمال أربع ندوات عقدت في منتدى عبد الحميد شومان الثقافي، في الفترة الممتدة من العام 2004م حتى مطلع العام 2006، للبحث في مجمل القضايا التي تهم قطاع التعليم العالي في الأردن، وفي مقدمتها مناقشة استراتيجية التعليم العالي التي وضعتها وزارة التعليم العالي والبحث العلمي للأعوام 2005م-2010م.
وفي تقديمه لهذا الكتاب يقول الأستاذ الدكتور محمد حمدان: "خلاصة القول إنه، على الرغم من أن الندوات الأربع قد ركزت على التحديات التي تواجه قطاع التعليم العالي والبحث العلمي، إلا أنها لم تغفل الإيجابيات والإنجازات التي تحققت في تطوير قطاع التعليم العالي في الأردن، الذي أصبح يحتل مكانة متقدمة بين الدول العربية، سواء على مستوى التقييم الإقليمي أو مستوى التقييم العالمي. ولقد كانت التحديات، التي تناولتها أوراق العمل ومداخلات المشاركين شاملة لجميع الجوانب التي يتضمنها كل محور من محاور قطاع التعليم العالي والبحث العلمي، وذلك في ضوء تحديد الهدف المرجو تحقيقه في كل محور، ومن ثم تقديم المبادرات والإجراءات اللازمة اتخاذها لتحقيق هذا الهدف، علماً بأنه قد تم من خلال الأجندة الوطنية، إضافة الخطة التنفيذية لهذه المبادرات والإجراءات، من حيث اقتراح طريقة التنفيذ، والجهة المسؤولة عن التنفيذ، والبرنامج الزمني للتنفيذ، والنتائج المتوقعة، بالإضافة إلى الكلفة التقديرية لكل من المشاريع والمبادرات المقترحة".
