إن النظام السياسي للمسلمين منذ وقع الانقلاب على الخلافة الراشدة، ارتكس في حمأة الاستبداد، وحاكمية العباد للعباد، وتسلط الأقلية على الأغلبية، واحتكار الأقوياء للسلطة والخيرات؛ سواء في مساره العملي لدى جميع الممالك والإمارات والمشيخات والجمهوريات، أو في مساره التنظيري لدى فلاسفة المسلمين الذين تبنوا نظرية الحاكم المعصوم المتصل بالعقل الفعال، أو الفقهاء الذي تبنوا نظرية خليفة الله في أرضه على عباده. فكانوا على مدار أربعة عشر قرناً، تبعاً لمن بيده الأمر، يبررون انحرافاته، ويضفون على رعوناته وتصرفاته من القدسية ما تنكره القلوب الحية والعقول السوية، وترفضه العقيدة تصوراً وشريعة ومنهاج سلوك.
هذه نقطة ضعف مسار الصحوة الإسلامية المعاصرة، إذ تدعو إلى نظام تدبيرٍ سياسي غير واضح المعالم، مما يبرر لخصومها تساؤلهم عن طبيعة المشروع السياسي في الإسلام، إن بقلب سليم أو بقصد خبيث، لذلك فإن محاولة تطوير الفقه السياسي لدى المسلمين، مما يعيد الأمة إلى نظام "الخلافة على نهج النبوة"، ضرورة ملحة يفرضها واقع الظلم والعسف والاستبداد، ويفرضها تقارب الزمان والمكان ونشوء القلم والأعلام، وحدّة تحدي الآخر، مما جعل الكرة الأرضية قرية واحدة، بل أسرة واحدة تأثيراً وتأثراً؛ كما تفرضها القيم الحديثة السائدة، قيم الحوار وحرية الفكر والمعتقد، مما يفتح آفاقاً شاسعة للإقناع بدعوة الحق، عقيدة ومنهاج حياة، سياسة وتدبيراً، تصوراً شاملاً متكاملاً لحياتي الدنيا والآخرة، هذا ما يحاول معالجته الباحث في هذه الدراسة، بمحاولة دفع الفقه السياسي لدى المسلمين، خطوة إلى الإمام أو خطوتين، إما بالنقد وتبيان أوجه الخطأ والصواب، وإلا فبإنارة اهتمام القادرين والمتخصصين، وحفز همم الصادقين المخلصين، وهذا مكسب هام.
