في العديد من الاعتبارات، تعتبر الولايات المتحدة بلداً استثنائياً. فهي بلد استثنائي في تاريخه: ففي حين تعود نشأة الدول الكبرى الأخرى في العالم لماض طويل يمتد إلى آلاف السنين، فقد ولدت الولايات المتحدة منذ قرنين تقريباً، وهي استثنائية بالجغرافي: ففي مقابل قوى أخرى ناشئة وسط الكتلة "الأوروبية الآسيوية"، تأخذ الولايات المتحدى لم تبتكر الحرية ولا الديمقراطية ولا البرلمانية ولا حقوق الإنسان، ومع ذلك فقد جعلت قيم الديمقراطية الليبرالية تنتصر في العالم، في رؤية مسيحية وشبه دينية دفعت مادلين أولبرايت مثلاً للحديث عن "الأمة الضرورية". وهي استثنائية بطاقتها التي دفعت وزير الخارجية الفرنسي السابق هوبير فيدرين (1997-2002 لوصفها بـ"القوة المفرطة".
لا يمكن لسياسة بلد بهذا القدر من الاستثناء إلا أن تكون فريدة. ويختلط تاريخه مع تاريخ القوة الأميركية، وصعودها الذي "لا يقاوم". وقد عرفت الولايات المتحدة ظروفاً عكسية في بعض الأحيان، لكن أشكال مقاومتها الأساسية لالتزامها في الشؤون الدولية، كانت تصدر عنها ذاتها، وعن انعزاليتها. ويظهر القسم الأول من هذا الكتاب التاريخي هذا الجدل الدائم بين الالتزام والانسحاب، والمرقم بتواريخ رمزية تشكل منعطفات هامة: 1823، 1898، 1917، 1941، 1947، 1190، 2001.
يستعرض القسم الثاني التحليلي حوافز السياسة الخارجية الأميركية: المحركات الداخلية والقدرات والخطط الاستراتيجية، وغالباً ما يظهر المؤرخون أنه، إذا كان الرجال يصنعون التاريخ تبعاً لمصالحهم وطموحاتهم وميولهم، فإنهم يتصرفون في أطر ذهنية وهياكل وموازين تحدد قدراتهم. وفي مقابل أوروبا التي تركت وراءها ساعة مجدها (كما ساعة خجلها) في صميم التاريخ العالمي، فإن الولايات المتحدة اليوم "تصنع التاريخ". فتمتزج السياسية الخارجية الأميركية أكثر فأكثر مع القوة، الأمر الذي يجعلها في الوقت ذاته أكثر إثارة للاهتمام والمفاجأة.
