شهدت مدينة تكريت في مسيرتها التاريخية الطويلة عبر العصور منذ تأسيسها حتى الآن حوادث شتى، ووقائع مختلفة، وتقلبات عسيرة وعنيفة، حفظ لنا التاريخ كثيراً من الشواهد التي لها أروع الدلالات على عراقة هذه المدينة وأصالتها، وعمق امتدادها في أغوار التاريخ حية متفاعلة، مؤثرة ومتأثرة في ما حولها، متواصلة مع الأقاليم المجاورة بصلات متينة. وعلى الرغم من ذلك لم يؤلف كتاب جامع يليق بتاريخ هذه المدينة ودورها الحيوي في العصور المتعاقبة، لذلك اهتم مجموعة من المؤلفين بوضع هذه الموسوعة التي تجمع شتات ما خلفه ذلك التاريخ العريق من الأخبار والشواهد والآثار، وما أحاط به ديوانها من الأمجاد والبطولات، وخصائص ما خلفه أبناؤها من العلوم والآداب والفنون والعمران بحسب الأطوار التاريخية التي مرت بها هذه المدينة.
ولما كانت ميادين البحث والدراسة واسعة ومتعددة ومختلفة الاختصاصات ومتصلة بأغوار التاريخ لعراقة هذه المدينة ممتدة إلى الوقت الحاضر بحثت الهيئة المختصة بإعداد الموسوعة في المنهج الذي يمكن اتخاذه ليغطي تلك الموضوعات، فلم يجد ما يشجعها على سلوك طريق الموسوعات القائم على ترتيب المواد على الأحرف الهجائية، إذ رأت أن في ذلك ما يفكك أواصر الموضوعات، لذلك رأت أن تعتمد المنهج التاريخي القائم على معالجة الموضوعات بحسب الأدوار التاريخية التي مرت بها المدينة.
وكانت حصيلة المناقشة وتبادل الرأي الاستقرار على أن يكون هيكل الموسوعة على الوجه الآتي: أولاً: جغرافية مدينة تكريت وتاريخها القديم، ثانياً: مدينة تكريت في العصور العربية الإسلامية، ثالثاً: مدينة تكريت في التاريخ الوسيط منذ الغزو المغولي حتى الاحتلال العثماني، رابعاً: مدينة تكريت في العصر العثماني، خامساً: مدينة تكريت في التاريخ المعاصر.
