حقوق الإنسان هي حقوق ملازمة لطبيعتنا البشرية، مما يعني أنه يحق لكل إنسان أن يتمتع بها في كل زمان ومكان، ويحقّ لكلّ إنسان ممارسة هذه الحقوق دون أي تمييز بينه وبين إنسان آخر، فجميع الأشخاص متساوون في الحقوق بغضّ النظر عن أجناسهم وأعراقهم وألوانهم وأديانهم ومذاهبهم وغيرها.
تشمل حقوق الإنسان كافة الحقوق الطبيعية المكتسبة، التي كانت الديانات السماوية الثلاث قد نادت بها، والتي كلفتها في عصرنا الحالي المواثيق الدولية والإقليمية، والتي ينبغي على الدساتير والقوانين الداخلية في كلّ بلد أن تكرسها وتحميها وتدافع عنه، فلا يجوز تحت أي ظرف من الظروف خرق هذه الحقوق أو إنتهاكها إذ أنها مرتبطة بالإنسان وملتصقة بكيانه وهي التي تحفظ له كرامته.
وبالرغم من تنوع هذه الحقوق وتشعبها فهي تعتبر مترابطة ومتكاملة في ما بينها، فكل حقّ يعتبر مكملاً للحق الآخر، فلا يمكن تجزئة أو حذف حقّ على حساب حقّ آخر سواء كان هذا الحقّ مدنياً أم سياسياً أم إقتصادياً أم إجتماعياً أم ثقافياً، فهي عبارة عن سلسلة مترابطة الحلقات لا يجوز فصل بعضها عن بعض.
ومن أجل التوصل إلى شرح حقوق الإنسان كاملة بالشكل الصحيح والوافي فقد قام المؤلف بتقسيم هذا الكتاب إلى خمسة فصول هي: الفصل الأول يحمل عنوان "المسيرة التاريخية لحقوق الإنسان ومفهومها المعاصر ومصادرها"، الفصل الثاني يحمل عنوان "حقوق الإنسان المدنية والسياسية"، الفصل الثالث يحمل عنوان "حقوق الإنسان الإقتصادية والإجتماعية والثقافية"، الفصل الرابع يحمل عنوان "حقوق الإنسان الحديثة"، الفصل الخامس يحمل عنوان "القانون الدولي الإنساني والإتفاقيات التي ترعاه".
