إن على العرب أن يمتلكوا فكراً نظرياً ووعياً قومياً متطوراً، يوجه المسار اللاحق لهذه الأمة في ظل ظروف صعبة وتغيرات متسارعة، ودون وجود هذه المنظومة الفكرية من الأسس والمبادئ والأفكار والمنهج النظري، لا يستطيع العرب أن يواجهوا الهجوم الأيديولوجي العولمي المكثف سيء الصيت، فعلى العرب أن يميزوا جيداً بين موقفهم النقدي تجاه الأفكار والنظريات التي تسعى إلى فرض الهيمنة، وبين ضرورة دراسة الواقع السياسي الاقتصادي الاجتماعي العالمي الجديد وإدراك مستجدات هذا الواقع وتحليل الأحداث والظواهر الاجتماعية السياسية الاقتصادية الجديدة.
ويتطلب ذلك التعامل بعقل علمي تحليلي مفتوح قابل للحوار والمناقشة وقابل لضرورة استبدال المعطيات التي كانت من المسلمات والبدهيات، قبل عقد من السنين، وتبني معطيات جديدة فرضتها التطورات الحديثة، ولكن ذلك بمجمله يجب أن ينجر بعقول العرب ومناهجهم وطرق محاكمتهم وتفكيرهم، وذلك بعد تفحص دقيق ومناقشة كل شيء قبل تبنيه عن قناعة راسخة.
وهذه المسألة في غاية الأهمية، وهي إلى جانب أهميتها لتوجيه المسار اللاحق لأمتنا، فإنها مهمة أيضاً، وربما قبل ذلك، لتوضيح حقائق العصر الجديد. من هذا المنطلق يأتي هذا الكتاب الدكتور عبد المجيد الرفاعي من خلاله الإسهام في هذا الجدال والحوار الذي بات يطال جوانب حياتنا القومية كافة، علّ ذلك يساعد في تطوير وبناء مشروع قومي عربي عصري.
