هناك مجهودات تُبذل على الصعيد القطري والقومي، رسمياً ومدنياً، من أجل الطفل وحقوقه. صحيح إنها مُتأخرة، وربما جاءت بإيحاء أو تقليداً لما يقوم به الغرب، ولا ضرر في ذلك إن كانت هذه الجهود البحثية في مصلحة الطفل الذي هو مستقبل المجتمع. ولكن السؤال: هل تغيّرت ثقافة استقبال الطفل عندنا؟ وهل تغيّر وضع الطفل لناحية سلوكه وتفكيره وحريته وإبداعه وتحقيق حاجاته واعتباره مواطناً منتجاً؟ وهل نال حقه، داخل أسرته، ومجتمعه، من تحصيل التعلّم، واكتساب الصحة، ونيل الخدمات الاجتماعية؟ وإلى أيّ مدى، يمكن التعامل بثقة ومصداقية، مع التقارير الرسمية التي تتحدث عن التغيير في حياة الأطفال، ريفاً ومدينةً، وذكراً وأنثى؟
لقد تضمّن هذا الكتاب أربعة عشر فصلاً، اندرجت في ثلاثة أقسام: الأول: الحاجات والحقوق، وفيه أربعة فصول، تناولت أهم الحاجات واستراتيجية تلبيتها، ودور الطفل في الإنماء. والثاني: التنشئة، وفيه ستة فصول، تناولت دور نظام التعليم والمناهج والألعاب والتلفزيون والمعلوماتية في التنشئة. والثالث: أدب الأطفال، وفيه أربعة فصول حول معنى ومضمون أدب الطفل، ودراسة حول مجلات الأطفال.
