تحاول هذه الدراسة أن تتبع دور العوامل الخارجية في تطوير النظام الاقتصادي في دول المشرق العربي، وفي تطور العلاقات الاقتصادية العربية، مع الإلمام إلى ما صاحب هذه التطورات من تغيرات سياسية وتحول في المناخ الثقافي العام، وذلك عبر فترة طويلة تمتد من أوائل القرن التاسع عشر حتى اليوم. ومن الواضح أن مثل هذه المحاول لتغطية هذه الفترة الطويلة، في دراسة بهذا الحجم، لا يمكن أن تكون تاريخاً اقتصادياً أو سياسياً أو ثقافياً.
ولم يكن هذا غرضها، بل كان الغرض منها إبراز نمط دائب التكرار في التاريخ العربي: يبدأ بحدوث تطورات اقتصادية أو سياسية في الدول الكبرى التي سيطرت على مصير المشرق العربي طوال هذه الفترة، يترتب عليها تغير في طبيعة المصالح التي ترمي هذه الدول إلى تحقيقها في المنطقة العربية أو في العلاقات بين هذه الدول نفسها يؤدي بدوره إلى تغير في درجة الضغوط الخارجية التي تخضع لها الدول العربية، الأمر الذي ينعكس في تطور النظام الاقتصادي للدول العربية، والعلاقات فيما بينها، وفي طابع المناخ الثقافي السائد.
