منشق سياسي، وناقد معروف لمذهب ولاية الفقيه، ومدافع قوي عن الديمقراطية والإصلاحات الليبرالية في إيران.
أمضى كديور فترة في السجن -في إيران- جزاء لمعتقداته وأنشطته السياسية.

يدور موضوع الكتاب حول مفهوم (الحكومة الولائية) القائمة على نظرية (ولاية الفقيه)، وفي هذا الإطار يجيب المؤلف عن أسئلة مثل: ما المراد من الولاية؟ وبأي معنى استعملت في القرآن الكريم والسنّة الشريفة؟ وماذا أراد المتكلمون والمفسرون، وخاصة الفقهاء من معناها؟ وما هي الحكومة التي يُطلق عليها "الحكومة الولائية"؟، وبماذا تتميز الحكومة الولائية عن غيرها من الحكومات؟ وهل يراد "بالولاية، ولاية الفقيه؟ والأهم من ذلك كله: هل تعدّ ولاية الفقيه من أصول الدين الإعتقادية وأركان المذهب أم مجرّد مسألة كلامية بحتة؟...
هذه الأسئلة وغيرها يتم الإجابة من زوايا نظر متعددة: الزاوية الاولى: المبادئ التصورية للولاية، الزاوية الثانية: المباني التصديقية للولاية، الزاوية الثالثة: الإنعكاسات واللوازم والجذور والأحكام الولائية.
كل هذا يتم وفقاً للتعاليم الإسلامية السامية - التي يتضمن السعادة الحقيقية للإنسان - الشاملة للأصول والأحكام الفردية والإجتماعية، التي لا تنافي أحكام الشريعة وتقوم على إرادة وقناعة المتدينين بأهميتها - وكما يرى المؤلف "إن نموذج الحكومة الدينية في عصر غيبة المعصوم ليست تعبُّدية، ولا توفيقية، ولا تأسيسية، وإنما يتم تعيينها على أساس العقل الجمعي للمسلمين والتجربة البشرية".
