إن قضية إعداد المعلم لمهنة التدريس لها أهمية كبرى خاصة في هذا العصر الذي لم يعد دور المعلم يقتصر فيه على نقل المعلومات، وإنما تجاوزه إلى أدوار أخرى متعددة لإعداد الأجيال الصاعدة للتعلم والبحث والدراسة والتعلم الذاتي.
وهذا الكتاب يحتوي على جانبين من جوانب التحديث: الجانب الأول: يتمثل في إعداد المعلم والنظام التعليمي، بحيث يكون للمتعلم حرية إكتساب المعلومات بدون قيد أو تسلط مع إتاحة الفرصة له كاملة في إبداء رأيه والتعبير عنه بحرية، وإكتسابه المعلومات حسب ميوله وإتجاهاته وصرعته وبالطرق الذاتية، أما الجانب الثاني: وهو التحديث في أساليب التقويم من حيث أهدافه وبنيته، ومقرراته وأساليبه بإعتباره مدخلاً لإصلاح العملية التعليمية.
وقد اشتمل الكتاب على خمسة فصول تناول الفصل الأول: الكفايات التعليمية وأنواعها ومصادر إشتقاقها، والبرامج التعليمية القائمة على الكفايات وخطوات بنائها، كما تناول الفصل الثاني: كفايات القياس والتقويم، كنموذج لبقية الكفايات التعليمية المتمثلة بكفايات التخطيط والتنفيذ والتقويم، كما تضمن الفصل الثالث والفصل الرابع والخامس: نماذج لموديلات تعليمية يتم إكتسابها بالتعلم الذاتي وتتضمن كفايات القياس والتقويم ويستطيع الدارس من خلالها إكتساب الكفايات التعليمية للقياس والتقويم بإعتبارها كفايات عامة تهم جميع المعلمين على إختلاف تخصصاتهم، وحسب قدراتهم وسُرَعتهم في التعلم.
وعليه، يتوجه هذا الكتاب إلى المعلمين والعاملين في الميدان التربوي بصفة عامة، والطالب/ المعلم في كلية التربية بصفة خاصة.
