إن التخطيط والتنظيم والرقابة وغيرها من الوظائف الإدارية التي تستهدف ضمان الإستخدام الأفضل للموارد المالية والبشرية او في مجال الإنتاج أو التسويق يقتضي أن تستند جميعها عند إتخاذ القرار على أسس وأساليب علمية رياضية وإحصائية.
وهذه الأساليب والوسائل التي تستخدم في مجال إدارة الأعمال هي ما تدعى في المجال العلمي "بالأساليب الكمية" التي في غالبها تنضوي في حقل "بحوث العمليات Operations Research" وتتسم بالموثوقية والإعتمادية.
ومن ذلك يمكن تعريف "الأساليب الكمية" بأنها مجموعة من الطرق والأساليب التي تساعد في إتخاذ القرارات في مجالات متنوعة بهدف تحقيق الإستخدام الأفضل للموارد سواء على نطاق المنظمة أو الدولة، تفادياً لضياع الإمكانات من ناحية ولتحقيق أقصى عائد مادي ممكن من الإستثمارات من ناحية أخرى.
ويقف وراء هذا الإتجاه ما يطلق عليه "بالمدرسة الكمية" التي ترى أن الإدارة مجموعة قرارات وعمليات بحثية أكثر من كونها هياكل تنظيمية أو مبادئ إدارية ثابتة وتتلخص خصائص هذه المدرسة بالسمات التالية: "إعتماد التحليل العلمي في حل ومعالجة المشاكل الإدارية"، "الإهتمام بفعالية العوامل الإقتصادية والإجتماعية والنفسية والبيئية"، "إعتماد النماذج الرياضية والإحصائية في التنظيم والرقابة والمتابعة"، "الديمومة على تحسين القدرة على إتخاذ القرارات"، "التوسع في إستخدام الحاسوب في الإدارة".
