إن دراسة القضاء الإداري بإعتباره من مواد التخصص الإجبارية لطلبة كليات الحقوق ومعاهد القضاء، وهو من موضوعات النظام الإداري التي تحظى بأهمية خاصة على المستوى النظري والعلمي، فعلى المستوى النظري: تظهر أهميته من خلال كون الرقابة القضائية على أعمال الإدارة تقتضي دراسة موضوعات القضاء الإداري.
وأما على المستوى العملي: تبدو أهمية دراسة هذا الموضوع من خلال التطبيق العملي لقواعد النظام الإداري، وخاصة في مجال ضمان تحقيق التوازن بين إمتيازات السلطة العامة وهي تمارس نشاطها وحماية حقوق وحريات الأفراد من تحكم الإدارة وتعسفها، وذلك من خلال تنظيم سلطات الإدارة وإمتيازاتها وبيان حدودها، ووضع القيود عليها، لتحقيق التوازن بين المصلحة العامة والمصلحة الخاصة، ودور القضاء الإداري كرقابة مشروعية وقيد على تصرفات الإدارة ومدى إلتزامها بالقواعد الشرعية والنظامية وبسط العدل ووضع قواعد ومبادئ النظام الإداري التي لم تكتمل بعد.
تلتزم الدراسة المنهج الإستقرائي التحليلي، وذلك من خلال التأصيل والتركيب والإستخلاص، ومن خلال المبدأ الكلي ليكون الحكم على الجزئيات، وذلك بالإستناد إلى المراجع التقليدية والحديثة وإلى أحكام القضاء والإستفادة من تجارب الدول وتحليل الواقع في المملكة وإستقصاء الآراء بموضوع الدراسة ونرجو أن نساهم بقدر وأن كان ضئيلاً، لتأكيد الأمانة، ليظل القضاء منارة شاهقة عالية الذرى، عميقة الجذور، أصيلة الأعراق والمنشأ.
