إن (حرب النجوم) أو ما يطلق عليها اسم (المبادرة الدفاعية الاستراتيجية) إنما هي فكرة قديمة أحياها رونالد ريغان محدداً في شهر آذار من عام 1983 أنها تستهدف تقليل التأثيرات العسكرية للأسلحة النووية بتطوير منظومات أمريكية قادرة على اعتراض (القذائف البالستيقية العابرة للقارات) في جميع مراحل طيرانها ابتداءً من الإطلاق ومروراً بالطيران وانتهاء بالوصول إلى الأهداف وكذلك اعتراض وتدمير الأقمار الصناعية والمركبات الفضائية وقذائف الكروز تستهدف الفكرة نشر هذه المنظومة في أوائل القرن الحادي والعشرين ويجري حالياً تفحص الفكرة للتأكيد من صلاحيتها تكنولوجيا.
يقول أنصار الفكرة بأنها أن أثمرت ودخلت المراحل العملياتية فإنها ستحدث تغييراً جذرياً في المفاهيم الاستراتيجية السائدة حالياً وذلك بنبذ فكرة (الردع عن طريق استخدام الأسلحة التعرضية) والتحول إلى فكرة (الردع باستخدام القوات الدفاعية) وأن هذا التحول كفيل بردع الخصوم ومنعهم من استخدام أسلحتهم النووية وأن الحصيلة ستكون تحقيق السلام العالمي.
تتألف حرب النجوم من كيان دفاعي متكامل يشتمل على وسائط (الكشف والإنذار) و(منظومات عالمية للقيادة والسيطرة والمواصلات والاستخبارات) و(أسلحة متطورة للغاية) يمكن أن تطلق من قواعد فضائية أو جوية أو أرضية أو بحرية أو من تحت الماء مع الوسائل المساعدة الاعتيادية لشن الحروب كالملاحة ورصد الأحوال الجوية وغير ذلك من الأمور.
وهذا الكتاب سيحاول إلقاء بصيص من الضوء على هذا الموضوع التكنولوجي المعقد بأسلوب بسيط يشتمل على سرد تاريخي مختصر لتطوير هذا النوع من الحرب وشرح وعناصرها ومقوماتها وأسلحتها وكيفية إدراكها مع بيان تأثيراتها المحتملة على استراتيجية الصراع المستقبلية بين الشعوب.
